No matter how I hold it or what angle I use it this razor doesn't work. It scratches the skin but leaves the hair alone

Got this as it was cheaper than replacing the foil on my 20 yr old phillips ladyshave. The thing will not remove hair, no matter how many times I go over same area, however slowly, with fresh batteries etc. Feels quite scratchy too. Could tolerate ugly...
